Welcome to the Directorate of Learning Content Management System (DLCMS), the hub of digital learning innovation at the Ë®¹ûÅÉ of Nigeria (NOUN).
As a key driver of the University’s Open and Distance Learning (ODL) mandate, DLCMS is committed to leveraging emerging technologies and best practices in instructional design to enhance teaching, learning, and learner engagement.Ìý
We work collaboratively with subject matter experts, instructional designers, learning technologists, graphic artists, multimedia specialists, facilitators, and academic units to create engaging, accessible, and learner-centred digital learning experiences.
Through our innovative e-learning solutions, capacity-building programmes, multimedia content development, and online learning support services, we continuously strive to ensure that NOUN students enjoy seamless access to quality education regardless of their location.

Ë®¹ûÅÉ
The Directorate of Learning Content Management System (DLCMS), established in 2018, serves as the University’s central hub for the design, development, management, delivery, and continuous improvement of digital learning experiences. The Directorate was created to support the Ë®¹ûÅÉ of Nigeria’s commitment to providing quality, accessible, and technology-driven education to learners across diverse geographical locations.
DLCMS harnesses the expertise of instructional designers, learning technologists, graphic artists, multimedia specialists, and content experts to develop engaging, interactive, and learner-centred educational resources. The Directorate ensures the effective deployment and management of the University’s Learning Management System (LMS) and other digital learning technologies that support teaching, learning, collaboration, and academic administration.
Beyond technology management, DLCMS plays a strategic role in capacity building by training facilitators, academic staff, study centre personnel, and students on the effective use of e-learning tools and platforms. The Directorate also coordinates online facilitation activities, manages facilitation schedules, monitors online teaching and learning engagements, and generates performance reports that support evidence-based decision-making.
Through innovative instructional design practices, multimedia content production, and learner support initiatives, DLCMS continues to strengthen NOUN’s position as a leader in Open and Distance Learning in Africa.

Mission
To design, develop, manage, and continuously improve technology-enhanced learning environments through innovative design, technologies, multimedia content development, capacity building, online facilitation, and learner support services that promote accessible, engaging, and high-quality education across the Ë®¹ûÅÉ of Nigeria.
Core Functions
The Directorate is responsible for:
Instructional Design and Content Development
- Coordinating the design, development, deployment, and management of interactive digital learning content.
- Collaborating with subject matter experts to transform course materials into engaging multimedia learning resources.
- Producing instructional videos, animations, graphics, and other multimedia learning assets.
- Ensuring compliance with instructional design standards, accessibility requirements, and quality assurance guidelines.
Learning Technology Management
- Managing and maintaining the University’s Learning Management System and related e-learning technologies.
- Ensuring secure, reliable, and uninterrupted access to online learning resources and services.
- Recommending and implementing emerging educational technologies that enhance teaching and learning.
Graphic Design and Creative Media Services
- Design visually engaging and pedagogically effective learning materials that enhance student understanding and engagement.
- Develop graphics, illustrations, infographics, digital assets, and visual learning aids that support instructional content delivery.
- Create user-friendly interface designs and visual elements for the University’s e-learning platforms and digital learning environments.
- Design promotional and awareness materials for e-learning programmes, training workshops, webinars, MOOCs, and other academic initiatives.
- Collaborate with instructional designers, learning technologists, and subject matter experts to transform educational content into visually appealing and interactive learning resources.
- Ensure consistency in branding, visual identity, and quality standards across all DLCMS digital learning products and communication materials.
- Support multimedia production through the creation of motion graphics, animations, video graphics, and other creative content that enrich online learning experiences.
Online Facilitation and Learning Support
- Coordinating and managing online facilitation activities across all academic programmes.
- Uploading and managing facilitation timetables and schedules.
- Monitoring online facilitation sessions to ensure quality delivery and learner engagement.
- Generating facilitation performance reports and analytics for management decision-making.
- Providing technical and pedagogical support to facilitators and students.
Capacity Building and Training
- Training facilitators, academic staff, project supervisors, and study centre personnel on the effective use of e-learning technologies.
- Organising orientation programmes for new and returning students on navigating the University’s e-learning portal and digital learning resources.
- Building digital literacy and online learning competencies among staff and students.
- Conducting workshops on online pedagogy, digital content development, instructional design, and educational technology.
Policy and Strategic Development
- Formulating, reviewing, and implementing e-learning policies, standards, and operational guidelines.
- Advising management on strategic issues relating to digital learning and educational technology.
- Supporting institutional quality assurance initiatives in online teaching and learning.

- Secure 24/7 access to digital learning resources and online academic services.
- High-quality multimedia instructional materials, including videos, animations, graphics, simulations, and interactive learning objects.
- Effective online facilitation and learner support services.
- Enhanced student engagement and improved learning outcomes through technology-enabled instruction.
- Increased digital literacy and technological competence among students and staff.
- Reliable monitoring and evaluation reports on online teaching and learning activities.
- Accessible and inclusive learning environments that support diverse learner needs.
- Improved institutional capacity for technology-enhanced learning and academic innovation.
Open Educational Resources (OER) Unit
In November 2021, the Open Educational Resources (OER) Unit was integrated into the Directorate of Learning Content Management System to strengthen the development, adoption, and dissemination of openly licensed educational resources across the University.
Open Educational Resources OER Goals
- Promote awareness and adoption of Open Educational Resources within NOUN and beyond.
- Establish and implement institutional open licensing frameworks.
- Contribute quality educational resources to global OER repositories.
- Promote research, innovation, and knowledge exchange in OER.
- Build institutional and staff capacity in OER development and utilisation.
- Develop and offer world-class Massive Open Online Courses (MOOCs).
- Foster collaboration with national and international organisations on OER initiatives.
- Train academic staff on MOOC development, instructional scripting, and online course design.
- Expand and sustain the NOUN OER Repository.
- Support equitable access to quality education through open and inclusive learning practices.
